This link (https://os.mbed.com/teams/MultiTech/wiki/Dot-library-change-log) indicates that v5.11.1 can be used for builds. Is that correct for builds including libmDot-mbed5? Also, which version of the GCC ARM toolchain should be used?

Yes, version mbed-os v5.11.1 should be used with GCC ARM v6 toolchain.
