BLE No Default Controller Found

Hello,
I am using an MTCDT mLinux 4.0 gateway. I want to be able to scan BLE around the gateway. So I enabled Bluetooth by setting BLUETOOTH_ENABLED=1 in /etc/default/bluetooth. After I start the bluetooth daemon. It starts just fine. However when I use ‘sudo bluetoothctl’ and send a command ‘power on’ the tool comes back with an error of ‘No default controller available’. Command ‘list’ does not yield any controllers.
What am I doing wrong?
